The Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development, is building its nationwide Rapid Response Register (RRR) as an expansion of the existing National Social Safety Net Project (NASSP).

Under the RRR, the ministry will identify and document individuals and households with the help of a technological system. Those who the RRR system registers will receive N5000 monthly for at least six months.

The effects of the pandemic on the poor masses of the urban and semi-urban areas led the ministry’s decision to release cash to citizens.

Several people in this category lost their income streams and have become poor due to the pandemic.

The ministry has explained the methods it uses for the RRR.

It is utilizing geographical satellite remote sensing technology to search through poor wards and high-density settlements. It is deploying satellite remote sensing technology, machine learning algorithm and big data analysis for the selection process. 

The system along with a number of scientifically validated methods allows the ministry to select low earners in urban regions of the country.

This technological approach is integrated with the national living standard survey assessments and will be complemented by an existing database of NGOs, local self-help service and neighbourhood structures on the communities.

An SMS enrolment concludes the process after the ministry validates the phone numbers of beneficiaries. They will further link beneficiaries to digitized bank accounts that will transfer cash to them.
