MRCTD, refugee identity card are suitable as identification in banks
The use of Machine Readable Convention Travel Document (MRCTD) and refugee identity card as identification, is supported for financial transactions in Nigeria following a directive from the central bank.
The Director of Financial Policy and Regulation Department, Dr Kevin Amugo, made this declaration in a circular directed to banks and financial institutions.
“All banks and other financial institutions are referred to the provisions of the CBN AML/CFT Regulations, 2013 (as amended) on customer due diligence, especially Regulation 40 and Regulation 80, and to note that the Machine Readable Convention Travel Document (MRCTD) issued by the Nigeria Immigration Services; and the Refugee Identity Card Issued by the National Commission for Refugees, Migrants and Internally Displaced Persons are adequate as means of identification for banking transactions”.

Holders of these cards in the country – refugees and asylum seekers – often deal with misconduct from banks and other financial institutions on identification issues.
It, therefore, referenced the provisions of the CBN AML/CFT Regulations 2013 (as amended) on customer due diligence.
MRCTD is an identification document which the Nigeria Immigration Services issues to misplaced persons.
As the case may be, such people seeking asylum in Nigeria could also get the refugees identity card from the National Commission for Refugee, Migrants and Internally Displaced Persons. Both documents are therefore adequate for banking transactions the CBN explains.
The CBN also urges banks to implement due diligence policies and procedures to combat money laundering and other illegal activities.
